Due to the domestic timber small diameter wood, a single species, the market demand, so in order to alleviate the contradiction between supply and demand, China needs to import a large number of timber each year to fill the gap in the domestic market.

1 Timber import customs declaration required information:

01. Contract;

02. Invoice;

03. Packing list;

04. Bill of lading;

05. Phytosanitary certificate issued by the official quarantine department of the exporting country or region;

06. Certificate of origin (Russian timber imported through land ports can be exempted);

07. Imported timber in the “Import and Export Commodity Catalog of Species of Wild Fauna and Flora” and for the control of tree species, should provide the national import and export of endangered species management department issued by the “CITES Convention allows the import and export certificate.

 

2 The customs on-site inspection process of timber import

01. Pay attention to the number of phytosanitary certificates, quarantine treatment content, additional declarations, etc. Whether in line with China's imported timber quarantine requirements;

02. Check whether the goods certificate is consistent with the actual shipment of goods to verify the type, quantity, specifications and declaration of information is consistent;

03. means of transportation/container check for residues, soil and harmful organisms of the goods carried on (voyage);

04. check whether the wood carries bark and whether the bark exceeds the standard;

05. pay attention to the timber surface, end face, inside and outside the bark of a variety of infestation symptoms (such as hollows, moth holes, worm paths, insect feces, moth debris, decay, sap, blue change, etc.), check for a variety of different living conditions of harmful organisms (such as live worms, cocoon nymphs, galls, mycelium, substrates, and other organisms that can be spread with the timber);

06. Imported wood, such as wooden packaging or cushioning materials, must be quarantined together with the wood;

07. Concerned about the species of trees, concerned about whether the goods are entrapped / mixed with other undeclared timber or goods.

 

3 Information on tariff rates and preferential origin of timber

Logs: 0% duty + 9% VAT

Lumber: 0% customs duty + 13% VAT

 

4 Notes

1. Import container shipment of timber multi-tree species, it is recommended that the species of trees are shipped separately by box, do not mix, the goods by piece marked with clear mark, loaded not overfilled;

2. Supervise the supply side to strengthen the safety awareness of timber shipment, to prevent wood rolling and slipping, to avoid safety accidents;

3. foreign phytosanitary certificates, certificates of origin, endangered certificates should be handled in a timely manner, and timely delivery to domestic traders for port declaration, to avoid customs clearance documents passed on by the bank to prevent delays, affecting customs clearance;

4. Pay attention to China's relevant policies on timber trade, understand China's ban on imports of timber sources, species and other information to avoid unnecessary economic losses;

5.
